In the result of the audit, conducted by the Court of Auditors, it was investigated that the activity of Ministry on Housing and Communal Services on prevention and liquidation of the flood consequences in Ukraine is unsatisfactory and inefficient. According to the Court of Auditors representative only on the state level there are more then 10 state purpose programs, though there is no document of the program character.
Court of Auditors representative also declared that the aim of the Complex program on liquidation of the flood consequences on the territory of Ukraine, passed by the Cabinet of Ministers of Ukraine in the year 2002 is not reached and the budget funds are used with the effective legislation infringements and inefficiently.
The Deputy Minister on Housing and Communal Services S. Zimin stated that the financing of the Complex program on liquidation of the flood consequences on the territory of Ukraine in the years 2003-2010 was envisaged at the rate UAH 2927,5 million though till the year 2007 there were no allocation from the State Budget of Ukraine, despite the fact the Ministry used to direct the appeals to the State inquiry every year. The measures to be taken according to the program were insufficient and mostly out of the local budgets and enterprises, hence the consequences of natural calamities on the territory of Ukraine were not liquidated.
after the discussion the Committee recommended that the Cabinet of Ministers in the course of the State Budget for the year 2010 elaboration envisages the assignations to eliminate the accounts payable for the period 2007-2008according to the Budget program "Complex program on liquidation of the flood consequences on the territory of Ukraine" and expenses for the completion of the construction works on uncompleted objects.
